Open Enrollment 2016-2017
Open Enrollment Periods are periods of time when you may sign up for new insurance, like health insurance. Open Enrollment Periods are set up for Medicare, job-based health insurance, and Obamacare/Affordable Care Act (ACA) health insurance.
“Life events” are instances where you may be eligible to get new coverage outside of an open enrollment period. Examples (provided by Verywell.com) of life events are:
- Losing a job
- Divorcing or getting married
- Becoming a widow or widower
- Aging off a parent’s plan
- Letting COBRA insurance expire
- Having a baby
There are specific open enrollment periods for each type of insurance, as we’ll discuss below.
ACA Open Enrollment Period 2016-2017
The Obamacare/Affordable Care Act (ACA) Open Enrollment Period for healthcare coverage in 2017 begins November 1, 2016 and ends January 31, 2017.
Like “life events”, the ACA Open Enrollment lays out specific events where you can get healthcare coverage outside the time window. These “qualifying events” are (according to Healthinsurance.org):
- Becoming a U.S. citizen
- Birth or adoption
- Involuntary loss of other health coverage
- Permanent move to an area where new health plans are available
- And more...
2016 Medicare Annual Election Period
The Medicare Annual Election Period begins October 15, 2016 and ends December 7, 2016. Medicare.com informs us that during this period, you can:
- Switch from Original Medicare to a Medicare Advantage plan.
- Switch from a Medicare Advantage plan back to Original Medicare.
- Switch from a Medicare Advantage plan to different Medicare Advantage plan.
- Switch from a Medicare Advantage plan that doesn’t include drug coverage to one that does, and vice versa.
- Join a Medicare prescription drug plan.
- Switch from one Medicare prescription drug plan to another one.
- Drop your Medicare prescription drug coverage.

Tools for a Productive Open Enrollment Period
Every Open Enrollment Period is going to be an extremely busy time for your agency, but there are a couple tools you can use to maintain organization and efficiency (and stay sane).
Agency Management System
The best way to keep the craziness under control is to be extremely organized, and an agency management system (AMS) helps you do just that.
An AMS keeps all of your Individuals, Groups and Policies organized and updated. You can assign an agent an activity pertaining to an Individual or a Policy, and you can attach important documents to each so you never have to go looking for a paper file. What’s extremely important within an AMS is that you can run reports based on carriers that pertain to the open enrollment period to be sure you reach out to all of your ACA clients. Same thing with Medicare clients—run a report based on coverage type to find those individuals you need to reach out to to remind them that the open enrollment period begins soon.
